General Job Description:

Systems Engineer to support the Federal Aviation Administration (FAA) in Washington, DC. Successful candidate will provide engineering support to the NextGen Planning Team and conduct identification, research, and development transition of ATO-T’s NextGen Concept of Operation’s Operational Initiatives to show the evolution of Terminal domain programs in today’s NAS (services and infrastructures) and how to meet the future demand. The ideal candidate will provide support for the following activities:
* Identify areas in which the NAS Enterprise Architecture (EA) and sets of Operational Improvements are harmonized; propose recommendations for those OIs for which harmonization does not exist.
o Identify R&D requirements needed to meet NAS EA, and any schedule or capabilities gaps associated with the R&D projects.
o Identify activities to integrate ATO-T systems with systems external to ATO-T domain and schedule relationship to those domains.
* Develop a matrix that identifies all Terminal OEP-related OI capability concepts and projects necessary to accommodate NextGen within the Terminal. The matrix elements will include as appropriate the following relationships:
o Identification of major milestones
o Identification of hardware and software
o Identification of system impacted
o Identification of dependencies
o Identification of internal and external performers
* Conduct traceability analysis of NAS EA relationships with NextGen into the current and future annual Terminal Business Plans
o Identify NextGen targets and activities related to OEP’s OIs and propose changes needed in the Terminal Business Plan to fully accommodate those targets
Identify objectives in the Terminal Business Plans that do not support OEP’s NextGen activities related to OIs
Requirements (Essential skills and experience necessary to perform the work) Demonstrated Systems Engineering and program management skills and abilities. Ability to write clear and concise technical documents and interface with a broad variety of individuals is essential. Familiarity with the FAA Acquisition Management System and experience with FAA Terminal domain a plus.

Ability to write clear and concise technical documents and interface with a broad variety of individuals is essential. Responsibilities include: expertise in engineering efforts for the development and management of DoD-wide biometrics applications and enterprise. Ability to provide innovative solutions to government customers regarding biometric engineering. Evaluate biometric technologies for possible application into anti-terrorism and force protection endeavors. Assist with evaluating emerging biometrics technology needs. Act as the Biometrics Subject Matter Expert (SME) and serve as a liaison between Northrop Grumman Corporation, our partners and government customers. Responsibilities also include evaluating artificial intelligence and expert systems, network and systems management, communication protocols, and transmission systems especially as they relate to biometrics applications.

Job Qualifications:
Must possess excellent verbal and written communication. Must be customer oriented. Must be detail oriented and possess good decision-making ability. Experience should include the design and development of complex biometric systems, smartcard applications employing on-card biometrics applications, workflow systems and multi-tier and web-based applications where biometrics are involved. Must be a SME in the following specialties:

Information systems and architecture especially as they relate to all biometric disciplines to include Fingerprint, Facial and IRIS and other biometric protocols. Must be completely familiar with industry biometrics standards and have experience in applying those standards in fielding biometrics system in government or industry applications. Advanced experience in the use and application of technical standards, principals, theories, concepts, and techniques. Participation in ANSI/NIST biometrics standards committees and working groups a plus.

Bachelor’s degree in computer science, computer information systems or equivalent experience is required. Fourteen years of working experience in biometrics technology and applications required.

Must be able to qualify for a DoD Secret Security Clearance.

Assists in the general implementation planning and operational integration of all systems, components, and equipment in support of National Airspace Systems modernization at the FAA Fort Worth Air Route Traffic Control Center located in Fort Worth, Texas. Provides a comprehensive review and analysis definition of all aspects of FAA system implementation from analysis of mission needs to verification of system performance. In place of the bachelor’s degree, the FAA will accept a minimum of ten (10) years experience involving Air Traffic Control systems and NAS planning and project coordination for the FAA or the DoD. A minimum of ten years experience in project management, coordination, implementation, and general engineering is required
