<p>The Chief Naval Architect reports through the Director of Maintenance, Preservation and Engineering to the Ferries Division Assistant Secretary and is the agency’s foremost advisor on vessel design issues. As a registered Professional Engineer, the Chief Naval Architect provides critical input to policy development, implementation, and application as it pertains to vessel capabilities and limitations for existing and future ferry vessel design and ensures that vessel design, design changes, modifications, operations, construction, and repairs meet regulatory agency requirements and satisfy fundamental engineering principals, in addition to good marine practice for safety, security, operability, feasibility, maintainability, and reliability for the intended operating environment.</p>
<p>The employee in this position will be required to:<br />
• Lead and manage the Vessel Design Branch and make work assignments for 15 employees. Direct the resources of 6 engineering consulting firms on approved tasks<br />
• Review and assess design alternatives for correcting existing fleet problems, renovations resolving obsolescence issues, and meeting emerging regulatory agency requirements<br />
• Review and accept design deliverables from contractors<br />
• Develop budgetary trade-offs and reallocate funds to vessel design projects in accordance with agency and supervisor’s strategic intent<br />
• Prioritize design projects in accordance with agency and supervisor’s strategic intent<br />
• Make human resource management decisions including performance assessments, over- time assignments/requests, vacation requests, and hiring of new employees in accordance with guidance and strategic intent of supervisor<br />
• Take to the supervisor decisions regarding program priorities, budget submittal approval, and contractor task approval</p>
<p> </p>
<p><strong>The successful candidate will:</strong></p>
<p>• Be a Registered Professional Engineer in the State of Washington in the field of Naval Architecture and Marine Engineering or other allied fields (e.g. Mechanical, Electrical), or must be a Registered Professional Engineer in the same disciplines in a different state and able to become a Registered Professional Engineer in the state of Washington within 6 months<br />
• Have a strong background in the engineering, ship design, and construction of ships and boats licensed to carry passengers<br />
• Have knowledge of engineering of shipboard structure, outfitting, machinery, piping, electrical, HVAC, and mechanical systems<br />
• Have experience planning, scheduling, and managing large projects<br />
• Have knowledge of engineering and design in accordance with the requirements of classification societies and regulatory agencies such as the American Bureau of Shipping, American Society of Testing Materials, U.S. Coast Guard, and the U.S. Public Health Service<br />
• Have knowledge of applicable sections of the Code of Federal Regulations (CFR), International Convention for Safety of Life at Sea (SOLAS), International Maritime Organization (IMO) as they apply to ferry operations, maintenance, preservation, and improvement<br />
• Have knowledge of Labor &amp; Industries, WISHA, and OSHA requirements for worker access and safety plus knowledge of specific requirements of Americans with Disabilities Act (ADA), and Washington State Law as it applies to ADA <br />

<p>Position Profile:  Washington State Ferries is a division of Washington State Department of Transportation and the Director of Terminal Engineering provides the leadership, strategic decision-making, and policy development which guide capital and maintenance programs for Ferries terminal facilities and assets worth over $800 million.  This position works directly with the Ferries Assistant Secretary and other Directors to establish and implement Ferries strategic plan; the position is also part of the senior management team within WSDOT.</p>
<p>This position provides technical oversight and guidance on critical terminal facility decisions, directing the work of several layers of managers and senior professionals including: a project management and terminal planning office; an engineering services office; a terminal construction office; a marine environmental permitting office; and several design and construction management teams.</p>
<p>Primary Responsibilities:</p>
<p>Strategic Planning:  Collaborates with Ferries Assistant Secretary and other Directors to establish Ferries strategic plans and goals, further developing the Terminal Engineering organizational policies and strategies to implement that plan.</p>
<p>Financial Responsibility:  Makes significant financial decisions that impact agency and mission of Ferries by building and implementing Terminal Engineering budgets. Collaborates with Directors of Operations and Maintenance to prioritize capital and maintenance budgets. Approves all expenditures for design / construction activities, and right of way acquisitions.</p>
<p>Design and Construction:  Mentors and leads staff in use of traditional and alternative construction methods, project management systems, financial and business case analysis, quality control procedures, machinery safety performance standards, department procedural standards, emergency response protocols, and maintenance management standards.  Makes policy and provides final approval for designs of all ferry terminal facilities, particularly in cases where no design standards exist.  Mentors and leads staff in assessing environmental impact, contaminated sites, or other environmental conditions, often as part of negotiating and settling legal disputes.  Resolves bid protests, awards construction contracts, and settles claims for ferry terminal construction.</p>
<p>Organizational Authority:   Acts as appointing authority in personnel actions for the department.  Develops Terminal Engineering organizational structure, and approves all staffing resource allocations and consultant work.</p>
<p>Successful candidate should have the following (WSDOT is most interested in candidates that meet or exceed the following criteria):</p>
<p>•Knowledge of and experience developing long-term strategic policies for effective capital planning and management, with an emphasis on leadership, communications, intergovernmental relations, organizational management, and creative or visionary solutions to problems in a complex political environment.</p>
<p>•Ability to communicate effectively, and clearly speak in a public forum; strategize media relations in a highly-charged environment, and perform newspaper, radio, and television interviews.</p>
<p>•Ability to lead and motivate professional design, construction, and maintenance management teams in an environment of competing demands; foster teamwork among a diverse group of Ferries / WSDOT executives, directors, and other management staff.</p>
<p>•Knowledge of human resource management, mentoring, and conflict resolution.</p>
<p>•Ability to lead and oversee the application of engineering standards and to act as approving authority for ferry terminal facility design, including situations where no codes or standards exist.</p>
<p>•Knowledge of project office organization and function, including project management principles.</p>
<p>•Ability to direct strategic development of construction phasing plans, considering the requirement to build under continuous ferry operation.</p>
<p>•Ability to direct construction management activities, including resolving bidding protests and awarding contracts, resolution of disputes, and negotiation of claims.</p>
<p>•Knowledge of and experience with public bidding and contracts laws; right of way acquisition laws and the condemnation process; labor and industries and WISHA and OSHA requirements for worker access and safety; SEPA / NEPA and permitting processes including environmental cleanup, Endangered Species Act, and tribal/environmental compliance.</p>
<p>•Master’s degree in planning, architecture, engineering, or business administration.</p>

<p>Compensation:  WMS Band 4 ($91,608-$117,480 annually, DOQ).
