Summary: Chief Estimator with experience in cost estimation, risk estimation and quantity survey. Previous employment with an EPC or EPCM consulting engineering company. Knowledge of Portuguese and/or Spanish would be an asset as there are a variety of international projects. General Job Description :

Coordinates in conjunction with and on behalf of the client remediation matters with the Environmental Protection Agency and other organizations. • Establishes the vision for the remediation work so as to minimize EPA and public concern over the execution of the dredging and transportation of the dredged material. • Directs the overall planning, scheduling and coordination of dredging and other river related activities and oversees work performed by the Contractors, including safety, quality, compliance with schedule and identified milestones, and compliance with contractual scope, budget, schedule and terms and conditions. • Performs complex dredging and associated management tasks, requiring familiarity with the broad fields of dredging and remediation and knowledge of the effects of work upon water quality and public perception. • Directs Contractors’ river activities to identify critical milestones and priorities, maintain schedules, and meet budget goals. Ensures that the services of contractors and facilities required by the project are available at the appropriate time to ensure compliance with contractual terms. • Establishes assignments of dredging inspectors and other in-river inspectors for various work areas of river operations, monitoring progress, and recommending corrective action as necessary. • Ensures immediate corrective action to maintain compliance of the Engineering and Quality of Life Performance Standards established by EPA to minimize impacts on the community and environment. • Ensures the use of sound dredging and other in-river practices to attain required quality control at the maximum efficiency and minimum cost. • Maintain frequent contact with the client, Construction Manager, engineering, construction staff, and Contractors’ representatives concerning technical, accounting, cost, procurement, scheduling, reporting, and operations in the execution of the work. Ensures effective implementation of all the client and project procedures, including labor relations policies, and if necessary resolves field operational disputes. • Prepares periodic reports summarizing progress of in-river activities for the client and construction manager, including formal presentations.

This is a large, long term, high profile project in Upstate NY! The success of this effort will positively impact this entire region–we need a dredging heavyweight to take the helm. This project presents unique challenges and requires a professional with a high degree of technical skill and management savvy. An immediate opportunity exists as a REMEDIATION MANAGER / RIVER OPERATIONS MANAGER! The Remediation Coordination Manager (RCM) will fill the RCM role for pre-dredging Phase I which is expected to last approximately two years. Near completion of Phase I the RCM will change to the River Operations Manager. Both positions report to the Construction Manager. The RCM is the top on-site remediation management position of the project. The River Operations Manager oversees all river operations to include wharf activities and coordinates work with other activities, such as safety, quality assurance; project controls and environmental compliance. Additional responsibilities include the coordination of dredging and other in-river activities of the Contractors.
